In order to unlock Silver Samurai you must find his character token which can be located at the northwest border of the Industrial Area and West Harlem. You will need to use telekinesis to move a block through a maze to access this character token. This video also shows some gameplay with Silver Samurai so you can get an idea of what abilities this character possesses.
