There are nearly 400,000 migrant domestic workers in Hong Kong as of 2024, most hired from the Philippines and Indonesia to do daily house chores like cooking and cleaning as well as caring for children, pets and the elderly. A migrant domestic worker employment contract is for two years, but if terminated early by the employer or employee, domestic workers only have two weeks to find a new job. The Hong Kong policy known as the “two-week rule” places many in a vulnerable position, compounded by the live-in requirement, which requires migrant domestic workers to live in the homes of their employers. This means for two weeks, early-terminated migrant domestic workers are weighted with both seeking employment and a roof over their heads, often provided by churches or non-profit organisations.
