Wrath of Cobra is a 2D side-scrolling beat-'em-up in the vein of Final Fight, Streets of Rage, or Konami's classic arcade games. Players each control one of the members of G.I. Joe, progressing through 12 stages and taking down various Cobra enemies and bosses. Each character can perform light and heavy attacks, with different combinations resulting in different combo strings, as well as block, dodge and parry incoming attacks. By dealing enough damage, a special meter will fill that allows the player to use their character's special attack. Players can destroy objects in each stage to find recovery items and limited-use weapons. Defeating enemies will cause them to drop floppy disks, which can be spent at the in-game shop to unlock content such as characters, modes, and game modifiers.

The game features a story mode, featuring infrequent animated cutscenes in the style of A Real American Hero. An arcade mode and a boss rush mode can be unlocked from the store. Players initially have access to Duke, Roadblock, Scarlett, and Snake Eyes, while the remaining characters must be unlocked as well. Four different difficulty levels are available, with support for local or online cooperative play for up to four players. More characters, modes, and levels are planned to be added to the game via free updates.
