Yes, I did get spotted at 17:02 by the static NPC even though his eyes are closed. This is a bug which prevents everyone from getting both the Suit Only and Silent Assassin ratings at once, so you are stuck with the Shadow rating. It's sad that even after all these years, the bug still hasn't been patched up.
