The soldiers likely assumed the drone had attempted to attack the launcher, but failed to detonate and simply remained lying on it. However, such behavior is still dangerous—if the drone had detonated while a large crowd of people were nearby, it would have resulted in numerous casualties.

It's difficult to say what the drone operator was actually pursuing, but in theory, such tactics could allow the Ukrainian Armed Forces to locate camouflaged targets in the rear, where the vehicle with the "surprise" on its roof would then proceed.
