Ultraman loses to two giant monsters. When MAT's MN Bomb proves ineffective, Commander Kishida wants to use the Spiner: a weapon with the power of a mini hydrogen bomb. Captain Kato strongly opposes the idea, as the Spiner had the power to destroy Tokyo. MAT launches an alternative operation under the agreement that if they would fail, the team would be dissolved.
