The balance of power in Europe had already begun to shift. As a result of Wilhelm the Second’s Weltpolitik, Russia drifted away from the German Empire and aligned itself with France. Tsar Nicholas the Second was repeatedly pressured and threatened by his cousin, Wilhelm. Possessing a personality highly susceptible to manipulation, Nicholas—encouraged in no small part by Wilhelm himself—turned his gaze toward the Far East.
In a China that was steadily fragmenting, Russia began to assert itself through policies initiated by Finance Minister Sergei Witte. Yet the Far East was no longer the exclusive domain of European powers. An Asian state had entered the arena. Transformed by the reforms of Emperor Meiji, Japan was emerging as a contender among the great powers—and it was deeply unsettled by Russia’s expanding ambitions in the region.
By the early 1900s, the two states were on a collision course. From the Liaotung Peninsula to Port Arthur, Russia extended its reach toward Manchuria and Korea. Confrontation was now inevitable. In 1904, Japan launched a surprise attack against Russia—an assault strikingly similar to the attack it would carry out against the United States thirty-seven years later at Pearl Harbor.
The conflict that entered history as the Russo-Japanese War of 1904–1905 would prove to be more than a distant military defeat for Russia. It became a Far Eastern disaster with profound consequences, laying the groundwork for the 1905 Revolution—a rehearsal, in many ways, for the Red Revolution that would erupt in 1917.
