11. SOUNDBITE: (English) Hamid Karzai. Interim Afghan President :
"Ladies and Gentlemen, today we witnessed the signing ceremony of the document between the interim administration of Afghanistan and the National security forces. We hope that this signature will bring to Afghanistan the stability and peace that we needed for so many years, we also hope that the co-operation between the Afghan state and the national international security force and the United nations will bring to an absolute end the presence of terrorism and banditry (bandits) in Afghanistan and we also hope that from now onwards Afghanistan will move towards better security and a life that is good for all Afghans and the international community."

"I'm sure that these international accords is going to be, will help, this process very effectively and we are looking forward as the United Nations to cooperate with ISAF (International Security Assistance Force) and to continue to cooperate with his excellency Mr. Hamid Karzai and his colleagues in the interim administration to complete the implementation of the Bonn agreement and to help Afghanistan take its rightful place amongst the nations of the world, congratulations to both sides and I think congratulations to the international community."

STORYLINE:

Afghanistan's interim government signed a formal agreement on Friday on the formation of an international security force for the country.

British General John McColl and Afghanistan's Interior Minister Mohammad Yunis Qanooni signed the agreement at a ceremony in Kabul.

Speaking at the signing ceremony, Hamid Karzai, the head of Afghanistan's interim administration expressed his hope that the agreement would bring stability to the troubled country.

Karzai said he wanted a complete end to the presence of terrorists and bandits in the region.

The International Security Assistance Force (ISAF) will be led by General McColl and is responsible for maintaining security in the region.

The U-N mandated ISAF, was set-up as a means of replacing the security void left after the recent collapse of the Taliban government.


The soldiers will begin patrols in the region, mid-January.
