Anders Vredin explains why central banks exist: market economies demand safe, liquid money for transactions, but privately issued deposit money is structurally fragile because banks transform short‑term deposits into long‑term loans. To prevent runs, societies add public backstops—deposit insurance, regulation and supervision—and, crucially, a lender of last resort. Historically, early public banks standardised payments; the modern state‑owned central bank (19th–20th c.) consolidated note issuance, stepped back from commercial lending, and guaranteed liquidity to banks. Independence from fiscal authorities protects price stability, but crises, wars and pandemics force balance‑sheet expansions and short‑run trade‑offs between financial stability and inflation control. Today’s challenges include the rise of non‑bank intermediaries, cross‑border payments requiring supervisory cooperation, debates over central‑bank digital currencies (CBDC), and the need to sustain legitimacy and measured independence in democratic systems.
Anders Vredin is Senior Advisor in the Monetary Policy Department at Sveriges Riksbank and formerly Head of the General Secretariat (2012–2022). His recent work covers inflation‑targeting history and the central bank mandate.
