He claims we need one to address male-specific issues of high suicide rates and the rise of the 'manosphere'.
However, activist and feminist Amy Desir argues that men are already over-represented, and any concerns can be tackled by addressing social attitudes.
They joined Richard and Kate in the studio this morning to debate the issue.
