EDIT: I finally (TRULY) solved it. Two of the front left inner brake caliper pistons (front left side caliper) were stuck. Had to remove the caliper and blow out the pistons with compressed air (a few times), clean the pistons, polish them with Buffing Wheel, clean things inside that area of the caliper. Then reinstall and bleed front brakes (again.) No more surging brakes. If your calipers are old and nasty just do a complete caliper rebuild with new seals, etc. But it was definitely two stuck pistons for my issue. Yours might have more stuck pistons front and rear. Better rotors helped as well. Read below...
This is a common problem on many Harley Davidson with normal (non-floating) rotors. I tried two different sets of rotors and pads, both almost new and both sets checked out as far as "warpage" (there was no warpage.) Rotors and pads were cleaned (numerous times). Pads were new. There was no "contamination" like many people would think . I Checked everything else as far as bearings, brake pads, brake fluid, axle, tires, etc etc. UNTIL I installed this OEM set of "floating" rotors.
I highly recommend the floating disc rotors - if everything else checks out on your motorcycle, Harley Davidson Road King Touring Bike Ultra Classic Electra Glide Road Glide Street Glide Heritage Softail and others that have this stupid problem.
