This error means there is a server error—your game can’t connect to Dragon nest servers this usually occur when there is server maintenance wait atleast upto 3 Hours and try again later.
During this waiting period Exit your game and relaunch it later

Try delete "Partition.ini" and "PartitionII.ini" in "C:\Users\{Username}\Documents\DragonNest\Config
Re-install the game
