If you want to see the friendly Gray Whales in Mexico you must go in Baja California Sur where you can find several places from where you can go whale watching.

Now, San Carlos is one of the small towns from where you can watch gray whales. It's only located 2-hour drive from La Paz but you will need to sleep there for one night as the tours leave at 7 am and last around 4 to 6 hours.
For this tour, I went with Magdalena Bay Whales and stay in their hotel Villa Isabela. But there are many hotel options in San Carlos from more budget-friendly to a little more upscale (but if you are looking for fancy, you won't find it).
Because they have many boats you can ask them if they can accommodate you in a smaller boat with many people which works great if you need to take pictures and videos.
