On July 13, 2022, at approximately 12:59 AM, Officer Heidi Lambley with the Pullman Police Department was turning onto Northwood Drive from 1590 NE Northwood Drive and she observed a southbound silver 2009 Honda CR-V driving in the lane of oncoming traffic on Northwood Drive. After the vehicle passed her, she observed the driver quickly move to the side of the road without signaling and stop. Four occupants of the vehicle exited and attempted to walk away on foot. A petite female was observed exiting from the driver seat, and she was later identified as 20-year-old Alexia Bramblett.
Officer Lambley made contact with Alexia, and asked her why she was parked there. She told Officer Lambley that they were headed to their friend’s place and that they usually parked there. Since it seemed unusual for someone to park there, she initiated a DUI investigation. Alexia admitted to consuming alcohol earlier that evening, and Officer Lambley detected the odor of alcohol. Based on her suspicion of impairment, she asked Alexia to perform field sobriety exercises after another officer arrived on scene to assist.
Officer Lambley started with the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Officer Lambley observed the lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. Following the HGN test, she declined to perform additional field sobriety exercises. She also refused to submit to a PBT.
Based on her indicators of impairment, the odor of alcohol, her admission to consuming alcohol earlier that evening, and her inability to adequately perform the field sobriety exercises, Officer Lambley placed Alexia under arrest for driving under the influence. After she was placed in handcuffs, Alexia was transported to the Pullman Police Department for further processing.
At the Pullman Police Department, Alexia agreed to submit breath samples after speaking with an attorney. Her first breath samples indicated BAC levels of 0.153 (IR) and 0.164 (EC). Her second breath samples indicated BAC levels of 0.142 (IR) and 0.152 (EC), which were almost double the legal limit of 0.08% for drivers over 21.
Alexia was later fingerprinted and photographed by Officer Joesph Geil after spending some time inside a cell. She was charged with DUI in violation of RCW 46.61.502. Officer Geil returned her property, advised her of her charges, and released her pending her court appearance.
