C0 Flins (consistent) Triple Mini Burst — Simulating his C1 with attack speed

TL;DR: At the very least I managed to at 45fps with C2 Jean (Skyward Spine should work too).

I saw it's possible with Skyward Spine, though that means you're sacrificing a better weapon in exchange for being able to run Sucrose/Xilonen, or you give him a better weapon but use Jean instead. Since I don't have Skyward Spine there wasn't really a choice for me.

With Fischl about 160% ER was fine (stats I have 152% ER but I got about 13% more from Jean holding Xiphos' Moonlight).
Ineffa instead of Fischl might bump it up to 180%, however I can't really test that as I don't have her. I did try Ororon and Kuki, but I didn't get enough energy with them on about 166% ER as I was using a slightly different build with Tamayuratei no Ohanashi. It was fine for a few rotation but not enough to keep it up for a longer fight (like the one demonstrated in the video, not that there are many situations like this, however a 0 energy start in Stygian isn't friendly to this playstyle).

It should be easier to execute with Ineffa since she provides a shield, meaning no interruptions until it breaks.

Is it worth it? I couldn't tell you, as I haven't really done any calculations, but it's fun at least (even if you don't get to see the normal burst animation).
