Victoria is calling on the federal government to limit how much gas can be shipped overseas.
The state government argues its own gas supplies have been drained from covering half of Australia's east coast gas needs.
Victoria's Energy Minister Lily D'Ambrosio is instead requesting the establishment of a domestic gas reserve scheme.
In a submission to the federal government, she warns that increased overseas shipping could lead to a forced import of high-priced gas.
