The House of Representatives justice committee may vote on the sufficiency of substance of the two impeachment complaints against Vice President Sara Duterte tomorrow, March 4.
“Before we vote, baka deliberation muna today and then the voting might happen tomorrow, Wednesday,” justice panel chairwoman Gerville Luistro said.
Under the rules, sufficiency in substance means the recital of facts should constitute an offense determinative of the jurisdiction of the Justice Committee.
“In simpler terms, ibig sabihin noon, yung allegation sa impeachment complaint dapat mag-constitute siya ng isang offense which is a ground for impeachment…Dapat yung allegations of facts that constitutes an offense must also constitute a ground for impeachment,” Luistro said.
