Helicoprion is one of the six fish used in the Feast of Famine quest. It's mooched of of Storm Rider, and shares a !!! bite, and similar bite time with Magic Carpet.

Start off by casting into Sagolii Desert with Sand Leeches. You'll need to mooch a Storm Rider, a short to medium length !! bite. You can usually reset your cast after about 12-14 seconds after casting. Once you get a Storm Rider, mooch it with the active mooch. Helicoprion is a decently long !!! bite off the Storm Rider mooch; you can let any other bites go. Continue to mooch storm riders until you get a !!! bite. If Mooch II is on cool down, use Patience I or II to increase the chances of HQ Storm Riders. Storm Riders are a !!! bite.

Once you get a !!! bite, use Hook or Powerful Hookset to catch -- it'll either be Helicoprion or Magic Carpet, assuming it bites. Helicoprion can easily get away. If it's Magic Carpet, you can desynthesize it down potentially into a valuable Footwear glam! If it's Helicoprion, congratulations! One more Feast of Famine Fish down.
