The 85th percentile speed process for establishing speed limits has been a source of frustration for safety advocates, but it makes a lot of sense..... for roads. On streets, where there is more complexity, the 85th percentile speed approach is not applicable. For streets, we need to actively engage the driver's System 2 thinking.
