On May 30, 2021, I, Cpl R. Youngblood was patrolling I-75/85 North about to exit at the 17th Street exit
ramp. As I was exiting onto the ramp, I observed a vehicle top the hill crest approaching my vehicle
from the rear at an excessive speed. I visually estimated the vehicle to be traveling at a speed in
excess of 100 miles per hour. As the vehicle approached my patrol car, the driver must have observed
my patrol car because the driver attempted to rapidly slow the vehicle down. Due to the excessive
speed, the driver still passed me while traveling in excess of the posted speed limit. At this time, I
managed to safely maneuver through the gore and re-enter the I-75/85 North travel lanes.
Once I was in the I-75/85 North travel lanes, I pulled behind the vehicle and attempted to conduct a
traffic stop on the vehicle. I activated my emergency equipment, but the driver failed to bring the
vehicle to a stop, initiating a vehicle pursuit. The driver immediately fled and began to drive in a very
reckless manner and merged onto I-85 North. The driver of the vehicle was fleeing at excessive
speeds and began to weave in and out of traffic placing the safety of the motoring public at risk. The
driver began to operate the vehicle at speeds well over 140 miles per hour and began to pass motorist
in the emergency lane of the roadway.
As the pursuit continued north on I-85, the driver made an aggressive maneuver, cutting through the
gore and entered onto GA-400 North. Once on GA-400, the driver turned the headlight and tail lights off
on the vehicle in an effort to conceal the vehicle's location with the darkness of the lighting conditions.
As the pursuit, passed Lenox Road, TFC Clark 523 joined in the pursuit in a secondary position. The
pursuit continued northbound on GA-400 and as the vehicle fleeing vehicle approached the old toll
plaza, TFC Mullen 571 joined the pursuit. At this time, TFC Mullen became the primary pursuer and I
assumed a secondary role.
We continued to pursue the vehicle north on GA-400. The longer the pursuit continued, the driver
began to take more chances, showing a total disregard for the safety of other motorists. The driver
eventually exited GA-400 onto the Glenridge Connector exit ramp. After once on the Glenridge
Connector, the driver turned right onto Peachtree Dunwoody Rd. Once on Peachtree Dunwoody
Rd, the driver continued to flee. The driver began driving on the wrong side of the roadway. The
driver began to negotiate several curves in the oncoming lane of traffic with no headlights on. The
pursuit continued for a few miles on Peachtree Dunwoody Rd. I eventually lost contact with TFC
Mullen and the vehicle, but TFC Mullen did not lose contact. He continued to pursue the vehicle with
the assistance of GSP aviation. They began to call the pursuit. The driver eventually made a right onto Peachtree Rd and an immediate left onto Wieuca Road.
While doing so, the driver nearly crashed into another motorist. Once on Wieuca Road, the driver
continued to flee in a residential area at excessive speeds. Wieuca Rd eventually converts into
Roxoboro Rd and then it converts into East Roxoboro Rd. While on E. Roxoboro Rd near
Roxoboro Dr, the driver crashed into another motorist. After crashing into the motorist, the driver
failed to stop, leaving the scene of the crash, and continued to flee.
The driver continued to flee and
attempted to make a right turn onto Childers Road. The driver was unable to make the turn and
crashed into a curb, disabling the vehicle. At this time, the driver immediately fled from the vehicle.
TFC Mullen gave chase after the driver on foot. TFC Mullen was able to get a description of the driver
and provide it to Communications and responding officers. TFC Mullen deployed his taser towards the
driver, but it had no effect on the driver. TFC Mullen lost sight of the driver and responding officers
attempted to set up a perimeter.
The city of Brookhaven Police responded and sent one of their K-9 officers. TFC Mullen, myself and
the K-9 officer attempted to track the driver, but the K-9 eventually lost track. At this time, I relocated
back to the vehicle. I began to inventory the vehicle for tow. Inside the vehicle, on the driver's side
near the clutch, brake, and accelerator pedals, there were a pair of black and white Nike shoes
. There was also an apple I-phone in the vehicle. In the cup holder on the center console,
there was an open alcoholic beverage. There was also a citation in the vehicle that had previously
been issued to the registered owner of the vehicle The citation was issued on 5/1/21, by the
Henry County Police Department. On the citation, there was a phone number for
the owner of the vehicle. I called the number on the
citation. Upon calling the number, the cell phone that I located in the vehicle began to ring. The phone
number for my department-issued cell phone began to show on the phone's display. The cell phone
was collected as evidence.
