Baltimore City Council members and community leaders on Monday announced a plan to address public safety and youth access to smoke shops. City leadership said they're not anti-business, but rather, looking to regulate a new industry. Members of the City Council said they've heard many concerns about the growing number of smoke shops located often near schools and targeting young people. A three-bill package to be introduced at Monday night's council meeting is aimed at strengthening zoning oversight, limiting ultra-bright lighting and calling for a public hearing to study any impacts smoke shop have on young people and neighborhood safety.
