What is interesting about this video is it shows that when the front of the white SUV creeps over the stop line it is the front of the vehicle that sets off the red light camera and not the rear. The sensors are induction loops with one loop before the stop line and one after the stop line in this case.
If you use Google Streetview where the camera is located you can see the rectangular shape of the loops in the road. The loops for lane 1, 2, 3, and 4 are set further towards the intersection and lanes 5 and 6 are either side of the stop line.

In this case the camera is set off by the front of the SUV going over the sensors. That's doesn't always seem to occur because many red light camera photos show the rear of the car going over the sensor.
