A group of four misfit young adults—Waylon, a delinquent; Zoe, an addict; Buddy, an army-obsessed nerd; and Carrie, a runaway—join the military as an alternative to their troubled lives. They are quickly taken to the secretive Millhaven Research Facility, ostensibly for a specialized boot camp. However, they soon discover they are unwilling test subjects in a clandestine U.S. and Canadian military-scientific project led by the ruthless Major Blevins (Michael Madsen) and Dr. Stroheim. The goal is to genetically engineer super-soldiers using a volatile serum. The experiment's first failure, the monstrous Sergeant Dodds, is contained in the facility's basement...
