The M23 armed group says it has taken control of the city of Goma in eastern Democratic Republic of Congo. Thousands of residents are fleeing and some government troops have surrendered. Furious over the M23 advance, the DRC cut ties with Rwanda and called for UN sanctions on its neighbour.
