But what the communists didn't count on is that Chen had a conscience and a craving for freedom. He, his wife and young daughter decided to defect. And he has secrets - big secrets. 1,000 Chinese informers operating in our country, and even Government-sanctioned abductions. And that's left our Government grappling with its own conscience.
