What is Papal Primacy in the Roman Catholic Church?

He also set apart Saint Peter as the “rock” upon which he would build the Church. Jesus went on to say that he was giving Peter the “keys to the kingdom of heaven” and “Whatever you bind on earth shall be bound in heaven; and whatever you loose on earth shall be loosed in heaven.” (Matthew 16:18–19).

After Jesus’s death, resurrection, and ascension, the Apostles went forth throughout the world to spread the good news. Saint Peter traveled to the city of Rome and the capital of the Roman Empire and served as the city’s first bishop. When he was killed another bishop succeeded him becoming the new head of the apostolic college of bishops.

Together with all of the bishops of the Church, the pope serves as a leader of the Catholic Church by teaching, preaching, and ministering to Catholics throughout the world.

Why, in his infinite wisdom, did Jesus set aside Peter as the head of the Apostles? One reason may be the need for Christian unity. Division has been one of the greatest challenges facing the Church throughout history. Bishops have often disagreed on the ways to lead and teach the faithful. With the guidance of the Holy Spirit, the pope provides a unity in the “one” and “apostolic” Church which was founded by Jesus Christ.

In the same way, a bishop is the visible sign of unity within local dioceses and churches.

The college of bishops apart from the pope does not have authority because together as one the bishops and the pope work in unity with one another and the Holy Spirit.
