Customer commission. I have adored costumes of all sorts since I was little, but I always had a soft spot for animal costumes...namely dragons...in fact, when I made my first costume at age 9, it was a dragon and the head was made from a shoebox :)
The belts and shoulder straps/armor are part of the wings, it is far easier to have the sraps go on the outside and thus we opted to make them look like armor/gear/clothing.
