ICAO Critical Elements are the essential process determined by ICAO to ensure the effective and sustainable implementation of a safety-related policy and associated procedures of each member state.
The elements are interconnected and complement to each other, the first five of the CEs are presented as the establishment phase of the safety oversight system while the last three elements presets the implementation phase of the system.
