In a recent development, the court granted bail to lawyer Blassi after the complainant party stated they had no objection to his release. After hearing both sides, the court approved the lawyer’s bail plea, instructing him to submit bonds.
Blassi, from Azad Nagar, Ferozepur, and fellow advocate Ravneet Kaur were booked under multiple sections of the Bharatiya Nyaya Sanhita (BNS), including Section 109 (1) for attempted murder, Section 115 (2) for voluntarily causing hurt, Section 126 (2) for wrongful restraint, Section 351(2) for criminal intimidation, and Section 3(5) for common intention. Blassi was arrested by Sector 3 police, while Kaur has not been detained so far.
A senior criminal lawyer noted that bail is rarely granted so quickly in serious non-compoundable offences like these, especially with the attempted murder charge being triable in a sessions court. If a compromise is reached, the High Court can review the case.
Family Intervenes Over Blassi's Psychological Condition
Blassi’s family, accompanied by senior lawyers, met with the Bar executive members on Saturday to apologize for the incident. According to Bar president Sartej Singh Narula, Blassi’s family cited his psychological condition, and with the Bar's intervention, the complainant and an injured lawyer appeared in court, expressing they did not wish to proceed with the case against Blassi.
Blassi’s defense counsel filed a bail application challenging the attempted murder charge, arguing that the injury sustained was minor. They also requested the preservation of CCTV footage from the High Court, claiming Blassi was assaulted by other advocates, leading to a DDR being filed in his favor against unidentified individuals.
The Incident and Aftermath
The initial complaint was filed by advocate Palak Dev, who accused Kaur of engaging in a quarrel with library staff on September 17. When Dev intervened, Blassi allegedly threatened and attempted to attack her with a sword. The altercation escalated outside the courtroom, leading to injuries to another advocate, Sutikshan Sharma, who tried to intervene.
In response to the incident, lawyers observed a one-day strike but called it off after meeting with the chief justice and the registration of a criminal case against Kaur and Blassi. The Bar Council of Punjab and Haryana also suspended the licenses of both lawyers.
On Friday, the High Court instructed the Chandigarh Police to halt any further action regarding the violent clash based on Blassi’s statement, following a suo motu note by Chief Justice Sheel Nagu and Justice Sanijv Berry. The court’s decision came after receiving a letter from the Bar association secretary, who sought intervention due to allegedly defamatory posts by Kaur, accusing Bar executive members of harassment.
