Referred to as the "Project" by the British Foreign Secretary Sir Edward Grey in his letters to the French diplomat Paul Cambon, the Sykes-Picot Agreement envisioned a partition of the Ottoman territories in the Middle East between France and Great Britain.
The agreement also contained sections concerning the development of harbors and railway infrastructure under the direction of the two Great Powers, as well as the allocation of land for semi-autonomous Arab states.
