The question is whether water vapor is a gas or a liquid. Since water vapor is just H2O molecules in a gaseous state we can say the water vapor is a gas.
Water vapor is all around us in the air that we breath. If you leave a cold drink out on a warm day the water vapor in the air will condense on the can. In this case it is changing from a gas in the air to a liquid on the side of the cold beverage.
When you breath out you are exhaling warm, moist air. The air is moist because it contains gaseous water, in other words, water vapor.
