Baltimore is implementing its Snow Emergency Plan for this weekend's snowstorm. Baltimore Mayor Brandon Scott said every city agency is activated to manage the snow, and the city's emergency operations center will be activated at 5 p.m. Saturday. Baltimore City Department of Transportation Director Veronica McBeth said Phase 2 of the Snow Emergency Plan takes effect at noon Saturday, meaning all vehicles must be equipped with snow tires, all-weather radial tires or chains, and no parking will be allows on Snow Emergency Routes.
