Part 2 : Nitish Kumar's Government and Law & Order Improvement in Bihar
Continued Reforms and Modernization (2010–2025)
After achieving initial success in law and order reforms, the Bihar government continued to focus on improving security, modernizing policing, and introducing new measures to combat crime. From 2010 onwards, several initiatives were taken to further enhance safety, adapt to emerging threats, and sustain progress.
Modernization of Policing
To keep pace with changing crime patterns, Bihar police underwent modernization. New technologies such as the Crime and Criminal Tracking Network and Systems (CCTNS) were introduced to improve data management and coordination. By digitizing records and enabling real-time access to criminal databases, the efficiency of investigations increased.
Combating Cybercrime and Economic Offenses
With the rise of internet-based crimes, the state set up dedicated cybercrime units across districts. Cyber police stations were established to handle online fraud, hacking, and financial scams. Additionally, economic offenses such as money laundering were tackled through a specialized Economic Offenses Unit that investigated financial crimes and recovered illegal assets.
Anti-Naxalite Measures
The issue of Naxalite insurgency remained a challenge in certain regions of Bihar. The government took a strong stance against Naxalite activities by increasing security operations in affected districts. Special forces were deployed, and intelligence-based operations were carried out to dismantle extremist networks. As a result, the influence of Naxalite groups declined significantly in the state.
Fast-Track Investigation System
To ensure quick action on criminal cases, the government launched initiatives to complete investigations and charge sheets within a fixed timeline. This policy aimed to reduce delays in the legal process and improve conviction rates, thereby increasing the fear of law among offenders.
Community Policing and Public Safety Measures
Recognizing the importance of community participation in maintaining law and order, the Bihar government encouraged public involvement in policing. The Emergency Response System (112) was strengthened to provide immediate assistance for police, ambulance, and disaster management.
Additionally, women’s safety was given priority through the deployment of female police officers in public places and the introduction of helpline services dedicated to addressing crimes against women.
Results and Impact
The continued reforms brought further improvements in law and order across Bihar. The crime rate remained under control, and public safety measures made citizens feel more secure. With a better-policed environment, Bihar’s economy continued to grow, attracting businesses and investments.
Remaining Challenges
Despite the progress, some issues still required attention. Cases of corruption within law enforcement needed stricter action, and further efforts were needed to address crimes against marginalized communities. Additionally, urban crime rates in growing cities like Patna saw fluctuations that required better policing strategies.
Conclusion
From 2010 to 2025, Nitish Kumar’s government sustained its commitment to law and order reforms through modernization, technological advancements, and strong governance. While challenges persisted, the overall transformation of Bihar from a crime-affected state to a developing economy was largely driven by these improvements in security and administration.
