At 7:15 p.m., while a party for Mayor Taylor was being held at the White Head Hotel, an electrical leak in the building’s power distribution panel triggered a fire. Fire crews were dispatched and entered the scene at 7:33 p.m., but Mayor Taylor was still inside the hotel. Thus began both the firefighting operation and the rescue mission to save Mayor Taylor.
At its core, the game is closer to a gun-shooting title. The player’s objective is to extinguish fires within a time limit using a fire hose. By pressing the water-spray button, water is discharged to put out flames. However, if the button is held continuously, water pressure drops and spraying becomes impossible, requiring the player to briefly release and press the button again to restore pressure.
Turning the dispersion valve enables a wide-area spray. While this reduces firepower, it is effective for extinguishing small flames over a broad area or preventing sparks from spreading. Some locations that appear difficult can be cleared with a single wide-spread spray.
However, this function has a very high failure rate, on par with the shotgun pump in The House of the Dead 3, making it rare to find a machine where it still functions properly.
Because the objective is firefighting, certain techniques are required. If left unattended, fires will continue to spread. Extinguishing flames from their source—usually the lower sections near the ground—makes suppressing the rest of the fire easier. Curtains and wooden materials ignite and spread rapidly, requiring immediate action.
Some areas display a boss gauge at the bottom of the screen. Unless the player concentrates water on the boss-level large fire source and reduces this gauge to zero, the area will not be cleared, even if all other flames are extinguished. Conversely, once the boss gauge reaches zero, the remaining fires can then be extinguished in succession.
In certain sections, it is possible to spray water while moving between areas. Using this allows fires to be partially extinguished before the next area’s countdown begins, making it important to maintain spraying whenever possible. During boss battles, the boss gauge can be reduced in advance before it fully fills, and effective use of continuous spraying can also reveal hidden time bonuses.
The game has no life system; only a time limit. When time runs out, the game ends. Sparks released by boss-level flames, or failing to quickly extinguish a person who has caught fire, will reduce the remaining time by two seconds. Water pressure does not harm people, so players can spray without concern. With a few exceptions, each area includes a bonus timer: the faster the fire is extinguished, the more bonus time is awarded. Destroying certain hidden background objects, usually light bulbs, adds an additional five seconds of bonus time, and once their locations are known, they should be collected in every playthrough.
In two-player mode, the amount of bonus time allotted per area is reduced, likely because coordinated play and divided focus make firefighting easier. As a result, two-player play is overwhelmingly advantageous at first, but once mastered, the game can still be cleared on a single credit in solo play.
As a side note, the game’s structure places the requirements for time attack and score play in direct opposition. If a fire is extinguished before the bonus timer begins counting down, no points are awarded. Points are only earned when the fire is put out after the bonus timer appears. Consequently, score-focused play forces the player to delay firefighting until the bonus timer activates, meaning fires must be allowed to spread to some extent before spraying can begin, resulting in very rigid gameplay. In contrast, speedrunning ignores score constraints, allowing players to spray freely, accumulate large amounts of bonus time, and experience a lower overall difficulty.
Finally, the fire hose controller includes a belt intended to be worn over the shoulder. While the belt makes it easier to support the hose with one hand, it places significant strain on the shoulder. Some machines are missing this belt due to poor maintenance, but since the hose is typically operated with both hands anyway, this is not a major issue. In fact, bracing the hose against the right side of the body may be easier to handle than using the belt.
