They even volunteered for an identity parade. But in a bizarre twist, the prosecution’s star witness refused to testify in court. The Crown dropped all charges. The claimants were acquitted.

Yet, three years later, they returned—not to the dock, but to the civil courts. Their argument? That what they had suffered was not simply misfortune, but misfeasance in public office.
