On July 4th, 2024, at approximately 10:35 p.m. I observed a green Dodge Charger traveling west on Interstate 630 near the Battery Street overpass. The vehicle had bright lights installed on the fenders where the factory marker lights used to be. The vehicle was behind me in traffic and I slowed my patrol car so the Charger would pass by me. I observed the vehicle slowed down as well. I would slow and then the Charger would slow. The driver’s actions were a cause for concern because we were slowing down below 40 mph on the Interstate. I decided to stop on the shoulder to see if the driver would pass by me. The
vehicle eventually passed by and then sped back up to interstate speeds. I could see the Arkansas temporary tag was expired on July 3rd, 2024. I could not read the tag number due to the weathered paper. I activated my lights and sirens to signal the driver to stop. The driver accelerated and began to flee. He rapidly accelerated to speeds close to 135 mph or more. He
changed lanes rapidly without warning and cut off multiple other motorist in an extremely reckless manner. I pursued the suspect westbound on I-630 until the west end of I-630. The driver made many unsafe lane changes, and drove on the shoulder all while traveling at extremely high rates of speed. I was traveling toward the Shackleford Road overpass
when my patrol car began shuddering. I had a tire blow out and could not continue the pursuit. Trooper Tyler Ryals was behind me and took over as the primary Trooper in the pursuit. Trp. Ryals pursued the vehicle west on Financial Center Parkway and
then west on Chenal Parkway. The suspect went as far west on Chenal Pkwy as Rahling Road and then began traveling east back toward the downtown area. Trooper Hunter Glover was parked at the intersection of Chenal Parkway and Wellington Hills Road. Trp. Glover saw the suspect vehicle now traveling east and began to pursue the suspect. The suspect swerved between two other motorist and continued eastbound. Trp. Glover was unable to avoid the other motorist and collided with the back of a gray SUV. Trooper Glover sustained minor injuries and was transported to Baptist Hospital for evaluation. The other motorist in
the gray SUV were injured when their vehicle was struck and their vehicle overturned. The minor passenger was transported to Arkansas Childrens Hospital for treatment and evaluation. The minor passenger’s father was transported to Baptist Hospital in Little Rock for treatment and evaluation as well. The driver of the gray SUV was apparently unharmed in the collision. The suspect in the green Charger fled the area and was not located until later the same night.
Trooper Ronald Grace identified a potential license plate for the suspect vehicle based on the description I provided. The suspect vehicle had been reported stolen a few days prior in the Conway area. Temporary License plate # AR/DA948596. On July 5th around 1:00 a.m. Trooper Tanner Crossland saw the suspected vehicle and attempted to stop it. A pursuit ensued and the vehicle was eventually stopped by Trooper Anthony Goins by utilizing a Tactical vehicle Intervention. I arrived on scene as the driver was fleeing on foot and gave chase. I tackled the driver to prevent his escape on foot. A search of the vehicle was done and a Glock 19C was located with a “Glock switch” installed. A “Glock switch” as it is commonly referred to is a device which makes a Glock handgun fire automatically when the trigger is pressed and held to the rear. The Glock serial # AHNR883 was seized for ballistic testing. The driver was arrested and mirandized. I questioned the driver about the vehicle pursuit on I-630 on July 4th around 10:37 p.m. He admitted to me he was driving the vehicle and had paid $2000.00 to an unknown Instagram user to use the car for the weekend to “have fun”. I located the key to the vehicle in the suspect's pocket. The key
was a non-manufacturer key which had been programmed to work in this particular Dodge Charger. I transported the subject to Baptist Little for evaluation and then to the Pulaski County Jail for the arrest.
He was charged with the following:
01 CNTS (FB)CRI USE PROH WEAP/MACHINE GUN/FIREARM
01 CNTS (FB)THEFT BY RECEIVING GE $25,000
01 CNTS (FB)FLEEING - FELONY - VEHICLE OR CONVEYANCE
