U.S. Homeland Security Secretary Kristi Noem said Thursday that President Donald Trump has the constitutional authority to invoke the Insurrection Act to quell protests against federal immigration officers in Minneapolis, but she didn’t say whether he would use it or not.
"We did discuss the Insurrection Act," Noem said. "He certainly has the Constitutional authority to utilize that."
