Did you know that Mar 23, 1881 would have been a Wednesday and would have been the 2nd day of the 2nd reopening of the Penny Savings Bank in Tobago?
According to Susan Craig James, Evolution of Society, 141 years ago today the bank would have been opened in the store of Thomas Blakely Junior who was a coloured merchant and planter who managed the bank for a year.
The idea for the Penny Savings Bank, which originally opened in December 1877, was the brainchild of Joseph Grimshaw who was a master tailor from Scarborough. The bank was supported by the laboring class along with the middle strata, leading coloured merchants and planters.
The bank was a great necessity on the island given the absence of any bank since the commercial crisis on 1847. It was a need felt by all classes across Tobago. From agriculturist who needed credit, to laborers and metayers who were obliged either to put their savings in the ground or in their thatched roofs. Many also put their money into horses and animals as a means of savings. Officials and teachers also benefitted from the bank as they were usually paid in arrears and credit leaving them to seek advances and credit from the merchants at exorbitant rates of interest sometimes as high as 40%.
Though the 1877 effort of the bank was short lived, its re-opening in 1881 showed only slightly better promise. In April 1882, the depositors requested the Government take over the net deposits of 116 pounds or 14, 868.66 pounds in 2022 money, as the nucleus of a state run Government Savings Bank. However, there was great controversy over a proposal to pay Tobago’s Treasurer 100 pounds per annum to run the bank. 100 pounds in 1882 would be £12,817.81 today.
