If you have either Winking Chespin (a Pokemon capable of farming its own personalized skill boosters) or Lurantis (a Pokemon with higher attack power than Winking Turtwig), use it to boost Grass type damage. If you have either SS Hoopa-U, SS Tapu Bulu, or SS Tapu Koko for its Typeless Combo, it'll be even more worth spending those hearts to catch that frog Pokemon.
Don't have those, just stick with +10 seconds to get an S Rank or use an Attack Power if Turtwig (from Stage 612) isn't caught...
One more thing, the S Rank threshold is 9 seconds left making this the easiest Post-Stage 90 Special Stage from the Week 20 rotation not counting the Safari...
