“Nothing is enough, you have to have a comprehensive approach. And the comprehensive approach includes first and foremost, from the United States, an enormous amount of security assistance. You know we’re now talking about 45 billion dollars, that’s bigger than the defence budgets of all but, I think, 3 other NATO countries so it’s huge and of course, all of our NATO and other Western partners are adding to that very substantially. Then of course you have to have the economic and humanitarian assistance, as the country has to continue to exist. You have to have the sanctions, the export controls, you have to have diplomatic initiatives, so again, no single one of these elements of a comprehensive approach is enough. You have to have all of the above and you have to constantly figure out how you can expand it, strengthen it, enforce it.”

STORYLINE:
A former US army general said on Tuesday that more should be done to make sure export controls and sanctions on Russia are enforced.
The comment from David Petraeus comes amid news of a possible trip by North Korean leader Kim Jong-Un to Russia this month to meet with President Vladimir Putin and discuss the possibility of supplying Moscow with more weaponry for its war in Ukraine.
"Well Russia's obviously desperate for replacement munitions, replacement weapon systems and even microchips and everything else," Petraeus said, speaking on the sidelines of a security conference in Kyiv.
"We have to tighten and add to the existing financial and economic and personal sanctions and export controls and then, make sure that sanctions evasion is identified, penalised and again that these sanctions and export controls are enforced to the greatest extent possible," he added.
A meeting with Putin would be Kim’s first summit with a foreign leader since North Korea closed its borders in January 2020.
According to U.S. officials, Russian Defence Minister Sergei Shoigu travelled to Pyongyang in July and asked Kim to send more ammunition to Russia.
