The man who was allegedly punched by a Baltimore County police officer twice during a welfare check has died. Samuel Brown, 56, ended up with a broken jaw and nose, along with brain damage, in the Feb. 16 incident. The Independent Investigations Division of the Maryland Attorney General's Office said a man died on Friday, identified as Brown by his family.
