STORYLINE:

Leaders from Latin American and Spain attended a daylong summit aimed at deepening political alliances and coming up with common approaches to problems from drug trafficking to poverty on Tuesday outside the eastern city of Puerto Ordaz,
Venezuela.

The four nation summit - attended by leaders from Spain, Brazil, Venezuela and Colombia, was opened by Venezuelan President Hugo Chavez by rejecting US allegations that his left-leaning government is a threat to stability in Latin America.

Chavez told visiting leaders that Tuesday's meeting was of the highest importance for building ties and addressing Latin America's problems.

Chavez has championed Latin American unity as part of a vision for a "multipolar" world in which smaller nations unite to negotiate with the United States and other world powers on more even terms.

Spanish Prime Minister Jose Luis Rodriguez Zapatero was making his first official visit to Venezuela, in keeping with his policy of greater engagement in Latin American affairs.

Officials have said a pact between Spain's Repsol oil company and Venezuela's state-run Petroleos de Venezuela S.A. could be finalised during his visit.

Spain is also seeking to revive its shipbuilding industry and is considering the sale of ships and transport planes to Venezuela and Colombia.

It remains unclear whether those sales to Venezuela could draw criticism from Washington.

Also at the summit, Colombian President Alvaro Uribe appealed for international help in bringing peace to his country after 40 years of civil war.

Talks were closed to reporters although parts were carried on state television.
