While I do not have takeoff data for this flight, some assumptions can be made. Based on engine pitch, conditions, and 2 distinct thrust reductions, this was almost certainly at least TOGA thrust. It is harder to determine whether APU was on or off.
MTOW at LAS for an A321 with IAE V2500 and BUMP APU ON thrust at 40C on runway 26 with flap 1 is ~188,500 lb. This was achieved with 40k fuel and 182 pax, this videos flight had 200 pax but probably closer to 25k fuel. That works out close to 175,000 lb TOW, which I do not believe would require APU ON for an A321N considering known A321 data. The only caveat would be if V speeds were corrected for a tailwind. At the very start of the video, the windsock is clearly blowing across the runway with a crosswind, but there seems to be some tailwind component to this. Whether this was factored into takeoff data is unknown but I think unlikely.
Closest analogue I know of would be this video, which is almost certainly TOGA APU ON and the highest PW 1100G N1 I have heard on youtube:
