Purpose of this Letter
This is an official reminder / instruction from the State Commissioner to:
All Heads of Departments in Andhra Pradesh
All District Collectors & Magistrates
…to appoint a Grievance Redressal Officer (GRO) in every government establishment as per the RPwD Act and Rules.

RIGHTS & LEGAL FRAMEWORK
1️⃣ RPwD Act, 2016
Full name: Rights of Persons with Disabilities Act, 2016
Replaced the older 1995 Act.
Goal: Implement UN Convention on Rights of Persons with Disabilities (UNCRPD).
Key Sections for jobs and grievances:
Section 19 – Equal opportunity & reasonable accommodation in employment
Section 20 – Non-discrimination in all government services
Section 23 – Appointment of Grievance Redressal Officer (GRO)

AP Rights of Persons with Disabilities Rules, 2023
State-level rules to implement RPwD Act in Andhra Pradesh.
Rule 10: Every government office must appoint a GRO, preferably a PwBD.
If no Gazetted officer available → senior-most officer becomes GRO.
✅ Importance: Ensures every office has someone to handle complaints.

Responsibilities:
Receive complaints from PwBD persons
Investigate complaints in detail
Coordinate with the office for corrective action
Maintain a register of complaints with details:
Date, complainant, office/person complained against
Evidence, disposal date, outcome
Resolve complaints within 2 weeks
