This shulker loader is tileable and does not break shulkers before they’re completely full (something that happens with some smaller tileable designs out there). This design works on Bedrock Edition in the current 1.21 update!

Materials:
1 Observer
1 Dispenser
2 Droppers
5 Chests (optional depending on storage system circumstances)
1 Target Block
1 Piston
3 Hoppers
2 Glass Blocks
15 Solid Blocks
15 Redstone
1 Redstone Comparator
2 Redstone Torches
You may also need a few temporary blocks.
I also recommend placing blocks around the sides just to prevent any shulker boxes from falling out of the system (although this never occurred during my testing).

Additional Info:
To use the shulker loader, make sure to place shulkers in the bottom input chest and the items you want to put in the shulkers in the top input chest. Then, to turn it on, simply place a shulker above the dispenser, and the unloader will automatically start working (as long as there are shulkers in the system).
