Authorities and the housing association (Stadnut) ignored repeated warnings for years, prioritizing refugee protections over victim safety. Amsterdam East district chair Colleen Dear admitted unacceptable behavior (rapes, threats) often couldn't lead to evictions due to bureaucratic hurdles.
The complex was deemed unsafe; attempts to close it early were blocked. It's now set to shut in 2028—leaving residents in danger for years more.
