Cory Stevens uses big, crowded, well fed hives who already want to swarm to build his queen cells. Bob Binnie said in one of his videos that swarm queens make the BEST queens. Cory is using the swarm impulse to make very high quality queens.
I think this is a good system, with some drawbacks. Timing is critical. If you don't catch them at the right time, they will get away from you. You also have to find and remove the queen in a huge and very populated hive. If you overcome those two then I think this system can make a lot of sense.
For my purposes, I believe it can take one of the swarmy hives I always seem to have from a weakness that I have to overcome, and use it as a strength - making new queens.
