Prime Minister Mark Carney says Canada will provide $2 billion in new military aid for Ukraine and will put more sanctions on Russian shadow vessels, on the fourth anniversary of Russia's full-scale invasion. Carney says four years into the war, it is clear Russia is failing and Canada will be there to support Ukraine until the war ends. (Feb. 24, 2026)
