Your threshold power and your ability to tolerate lactate is trainable. You need to train hard to really maximize your threshold fitness, but you don't want to only focus on threshold or FTP intensity work. It is good to work both above and below your threshold intensity (power or pace) to increase aerobic capacity and stamina for sustained efforts, as well as threshold specific work. Many people focus on just working a little below threshold most of the time (e.g. so-called "sweetspot" work), or high intensity intervals (usually aerobic and anaerobic capacity work), but both are useful for most people as they work on their top end aerobic fitness.
