Provided you live in The Netherlands, the 1st step for your civil wedding is to do the wedding application at the municipality where you want to be married. You apply a maximum of 1 year and a minimum of 2 weeks beforehand, except in case of severe illness.
Note: You can only have a civil wedding when living in The Netherlands, or when living abroad with at least one of the partners being Dutch. Bring your ID/passport and those of your witnesses, if needed birth certificates, a statement of not being married and/or a declaration of a marriage of convenience.
